Introduction

In the course of the last 2 years we have held 4 UK-UA Defence Tech Forums at RUSI in London, together with Kinstellar. The series of conferences was convened to enhance the collaboration between Ukrainian, British and international defence tech firms, together with the VC community, to scale up production and speed up R&D and new innovations.

We cooperate with the Embassy of Ukraine in the UK, UK Department for Business and Trade and the UK Ministry of Defence on the delivery of the events. Keynote speakers have included General Valerii Zaluzhnyi, Ambassador of Ukraine to the UK, Admiral Sir Tony Radakin, then Chief of the UK Defence Staff, Luke Pollard MP, Minister for Defence Readiness and Industry, Andy Start, then UK National Armaments Director, and Major General Anna-Lee Reilly and other senior MOD and DBT officials. The forums have been supported by the Ukrainian government and military, with representatives from the Ministry of Defence, the General Staff of the Ukrainian Armed Forces and Brave1 clarifying Ukraine’s front line technology needs.

To produce tangible outcomes on each occasion we have brought 15 hand-picked leading Ukrainian defence tech companies to London to create partnerships with technology sector members of ADS Group and to meet with leading VCs.

Our Forums have attracted over 1000 participants and registration had to be closed well in advance of each event.

    • Combining UA Military innovation with UK and European engineering capabilities. Moving towards structural collaboration
    • Transitioning from battlefield improvisation to a formally industrialised programme allowing for faster production, sustainable replenishment and NATO-aligned standards
    • How the UK defence business centre in Kyiv can ensure the UK defence industry, particularly SMEs, is best placed to continue to equip the UA armed forces
    • Defence as a key industry for Ukraine on global markets and as a driver for economic growth

  • 10:15   Session 1B: Build In Ukraine And Build With Ukraine - UK-Ukraine Industrial Cooperation In Practice

    • Case studies including the Project Octopus interceptor drone and the Nightfall project and the development of new tactical ballistic missiles for Ukraine
    • The relaunch of controlled defence exports from Ukraine: the tax regime, countries’ eligibility to procure weapons, how to protect Ukrainian IP abroad, which products have been designated for export, fast track export control for allied countries
    • Increased centralisation as a new phase of defence procurement reform in Ukraine
    • The role of the Ukrainian MoD’s Investment Support Office in establishing clear guidelines for foreign investment screening and for pooling investment requests
    • Guidelines for Ukrainian defence tech companies seeking access to the UK and European markets

    • Case studies of collaboration, including JVs and acquisitions of minority shareholdings, between Ukrainian and international defence tech companies
    • A focus on components and achieving self-sufficient supply-chains in Ukraine and throughout Europe and NATO. Ukrainian grant programmes for component manufacturers
    • Licencing agreements and intellectual property reform to strengthen industrial cooperation
    • The introduction of Datarooms as a means to harness autonomous data to gain battlefield advantage
    • Gauging the uptake of the Defence City legal regime
